The BiH SuTra project, with CENER 21 as a local partner, is supporting a local bottom-up approach for creating Transition Plans and implementing comprehensive transition policies in local governments in local self-government units (LSGUs) in Bosnia and Herzegovina.

 

The overarching goal of the project is to support Bosnia and Herzegovina in its just transition towards a decarbonised and sustainable future, with reduced air pollution and an improved environment, in coherence with other national and local development priorities.

Through this work, the project supports local and regional stakeholders in identifying and implementing pathways that limit emissions through decarbonisation and complementary strategies. This is achieved by addressing key knowledge gaps, strengthening local capacities for quantitative analysis, and supporting evidence-based policy and decision-making processes. This effort is designed to enable the uptake of new technologies, behaviours, management approaches, and planning systems, as well as the design and implementation of ambitious yet feasible policies, actions, and measures across governance levels.

The project is currently focusing on the Municipality of Breza, Municipality of Banovići, Municipality of Ugljevik, City of Živinice, as well as additional municipalities engaged during the project implementation phase Municipality of Gacko, Municipality of Kakanj and City of Gradiška, expanding the geographical scope of BiH SuTra. In the future, this experience is intended to serve as a reference and learning basis for other coal regions across Bosnia and Herzegovina.


In supporting the transition of coal regions in BiH, the project team is working in the following work areas:

Defining Sustainable Transition Pathways. This work area is supporting LSGUs to develop comprehensive and participatory Transition Plans to guide long-term transformation towards more sustainable society. Priorities of the Green Agenda for the Western Balkans will serve as the broad framework for the analysis, while the unique priorities for every partner LSGU will be taken into account. The areas will also be analyzed through the social, financial, and governance implications of the transition, taking into account the wider landscape of megatrends, technologies and cultural norms, and behavioral practices.

Enabling Transitional Processes. By providing technical assistance for the development of transition policies and projects (project preparation documents/project fiches) BiH SuTra is supporting the LSGUs with the transition process. It will also involve actors with high potential to contribute positively to transitions, practices to capacity-building of transformative actors, and support innovation and deployment of sustainable solutions.

Support to Learning and Knowledge Exchange. This work area is supporting LSGUs in networking and exchanging experience within BiH and with Swedish, EU and other international partners.

This work area supports LSGUs in networking and exchanging experience both within Bosnia and Herzegovina and with partners from Sweden, the EU, and other international contexts. Knowledge exchange activities aim to enhance institutional learning, replication of good practices, and long-term cooperation between coal regions undergoing transition.
