Bosnia and Herzegovina (BiH) is a Contracting Party (CP) of Energy Community. By signing the Energy Community Treaty BiH made legally binding commitments to adopt core EU energy legislation among which also Energy Efficiency Directive (EED). Following the EED, all CPs are now required to use energy more efficiently at all stages of the energy chain, from production to final consumption and savings are to be expressed in primary energy indicator. Industry sector takes significant part in expected savings of Energy Efficiency Action Plan (EEAP) of FBiH together with building sector, public sector and transport. New national measures following the EED Directive must ensure major energy savings for consumers, industry and large companies, hence obliging latter two to make audits of their energy consumption and identify ways to reduce it.

The overall objective of this Project is to prepare draft regulation on energy audits and energy management systems for large enterprises/companies and industry in FBiH based on Article 8 of the EED “Energy audits and energy management systems”. Energy audits are seen an essential tool to achieve energy savings and necessary to assess the existing energy consumption and identify the whole range of opportunities to save energy withal going through the prioritization or ranking of opportunities for improvement.
