Rehabilitation and modernization of the district heating system in the City of Banja Luka

The general objective of the assignment was to prepare a Feasibility Study (FS) for the City of Banja Luka and company “Toplana“ a.d. Banja Luka which provides district heating services in Banja Luka, which will be also used by the European Bank for Reconstruction and Development (EBRD) to appraise the potential for rehabilitation of the district heating system and network and to take a decision on the prospective financing of company „Toplana“ a.d. Banja Luka.

The specific objectives of assignment were to confirm availability of sustainable biomass supplies, define the long term strategy for the district heating sector in the City of Banja Luka, develop a long- term strategic investment programme (20 years), identify and assess a detailed Priority Investment Programme (‘PIP”) and to carry out an Environmental and Social Assessment of the potential investment project.
